During boot (or after a soft reset), hold Up, Right, B, and
C. If done correctly, you are taken to the character select
screen. After choosing a character, you are taken to the item select
screen. Press Start to begin the game. The main game
screen shows CHEAT ACTIVE underneath the main game window.
You start with level 7 security access and cannot die, though your
energy still depletes. Elevator terminals do not give a password while
cheat mode is active.
Verified using ROM with CRC32 of 01e719c8 with US
console region.
