At the Options menu, press only Up or Down since entering. (If you pressed other buttons, exit and re‑enter.) Then press A, C, B, C. If done correctly, a ROUND SELECT option appears. This option lets you choose the starting round for one‑player or two‑player games.

Verified using ROM with CRC32 of 83e7b8ae with US console region.
