At the title screen on controller 2, press C, A, B, Right, Up, Left, A. (Enter any time on the title screen, including during the animation before Press Start appears.) A confirmation tone sounds. During paused gameplay, press A, B, and C together. Unpause to reach the next level.

Verified using ROM with CRC32 of 85bcc1c7 with US console region.
